About: Hybrid CoE is an independent, network-based international organisation in Helsinki that provides expertise, training and networks to help counter hybrid threats, supporting a whole-of-government and whole-of-society approach.

In PERiSCOPE: Hybrid CoE leads PERiSCOPE’s policy dialogue on hybrid threats, election interference and foreign information manipulation. It convenes high-level stakeholders from policy, security and civil society to exchange best practices on safeguarding democratic processes and strengthening resilience to foreign interference, with a focus on institutional coordination and election integrity. In addition, Hybrid CoE organises an invitation-only expert roundtable on FIMI response strategies in a secure, moderated setting, supporting alignment and practical cooperation on early warning, analysis and joint response mechanisms.
